The comment concentrates mainly on the economic implications of the proposed amendments, including the effects on future economic growth as well as the constitutional implications. Apart from commenting on the preamble to the Bill, which describes the purpose of the amendments to the legislation, it therefore concentrates on the proposed amendments to the Diamonds Act 56 of 1986, which will have the most far-reaching economic consequences.
