WOULD you mug a destitute old lady under a tree and take her most valuable earthly possession, a bowl of spinach? Of course not. Would you steal shoes, sweets and nuts from the poor? Never. Would you be so inhumane as to hire armed brutes to drive 6,000 miserable people into greater misery? Inconceivable. Would you ignore a Constitutional Court order telling you to stop? Obviously not. Not, that is, unless you are the Johannesburg City Council. Then you would do so with impunity.
