Jobs for the Jobless:Job seekers exemption certificates for the unemployed

We cannot allow such a large number of South Africans to remain unemployed: we need to take decisive action now to promote job creation, and to offer the hope of economic betterment to the millions who are jobless and unskilled. The purpose of this paper is to suggest a way in which this can be done.

The solution proposed here would be effective, easy to implement and politically ‘saleable’.
It would help those who need help – the unemployed – without affecting the statutory rights of the employed. And it would result in economic growth that will benefit all South Africans.
